5 Operation plans

Use an operation plan to describe the area, time and altitude of a proposed remotely piloted aircraft operation, then manage it through activation and closure.

Choose the correct planning workflow

An operation plan is a four-dimensional operating volume made from:

• the geometry for the complete area or track;
• the operation date, start time and duration; and
• the lower and upper altitudes shown for the plan.

Ok2Fly acts as the service interface that submits this information to the flight information management system (FIMS). FIMS exchanges operational information between approved uncrewed aircraft system service suppliers, aviation services and airspace users. It supports strategic operation planning, overlap detection, authorisation or acknowledgement, activation monitoring, operational alerts and flight closure.

An operation plan is separate from an automated airspace authorisation, although FIMS may authorise some operation plans as part of its response. Use Airspace authorisations when a flight-check result offers that workflow for an eligible ReOC operation.

Understand the operation-plan lifecycle

The latest server-reported state determines what can happen next:

State	What it means
Proposed or Submitted	The plan has been sent to FIMS for assessment.
Acknowledged or Authorized	FIMS has accepted the plan for later activation, subject to its timing and current conditions. An authorised plan can include an authorisation certificate.
Pending activation	The planned start is approaching and Activate may become available.
Activated	Ok2Fly has confirmed activation and live monitoring is running.
Closed	FIMS has confirmed that the operation has ended.
Withdrawn	The proposed operation was withdrawn before completion.
Rejected	FIMS rejected, denied, revoked or cancelled the plan.

An acknowledged or authorised plan can still be prevented from activating if a new operating rule, temporary restriction or overlap is reported. A plan can also become overdue when its start time passes without activation.

WARNING

An acknowledgement or authorisation does not mean that the plan is active. Complete the pre-flight checks and wait for Ok2Fly to confirm activation before starting an operation that requires an active plan.

Understand the information exchanged through FIMS

An operation plan can include:

• its identifier and current state;
• the operation geometry or volume;
• start and end times;
• minimum and maximum altitudes;
• the aircraft or operational attributes required for the service;
• authorisation, activation, withdrawal, closure and alert events; and
• the information needed to detect or describe an overlap with another plan.

When plans overlap, Ok2Fly can display limited public information supplied for operational coordination, including a public title or description, a plan identifier, relevant geometry and timing. Some fields are optional; do not infer missing details or replace them with account, operator or aircraft-owner information.

Conflict information should not expose a person's sign-in identity, email address, billing information, private organisation details or internal diagnostics. The service response and application display determine which fields are public; information is not made private merely by hiding it after download.

Protect operation-plan information

Use neutral public information that helps another airspace user understand the operation without disclosing unnecessary details:

• Do not put a person's name, phone number, email address, home address, customer details or sensitive project information in a public title or description.
• Limit the geometry to the area required for the operation.
• Enter accurate times and altitudes without adding unrelated information.
• Treat screenshots, certificates and exported plan data as potentially sensitive.
• Use conflict information only for operational awareness.

Removing a plan from the Ok2Fly display or deleting an Ok2Fly account does not necessarily erase FIMS, regulatory, audit, safety or authorisation records held by the organisations involved.

If personal information appears where only public conflict information should be shown, avoid copying or redistributing it. Record only the minimum information needed to report the issue and use the support or privacy contact listed under Information, privacy and terms.

1. Create an operation plan from a checked operation area.
2. Review its current state and available actions in Operation Plans.
3. Activate the plan only when Activate is available and the latest pre-flight checks allow it.
4. Monitor the active plan and confirm its closure after the operation has finished.
